China's security industry has experienced more than 20 years of development. The concept of "Safe City" was first proposed as a result of the "Safe Community" plan developed by the Falkping community in Sweden in 1975. With the deepening of the reform and the expansion of the openness, the concept of "safecity" has since entered China and approached the people. The concept of a safe city in China is to build a safe and harmonious city through the three defense systems (technical defense systems, physical defense systems, and civil air defense systems). A complete security technology prevention system consists of a technical defense system, a physical defense system, a civil defense system, and a management system. The four systems cooperate and interact with each other to form a comprehensive security prevention system. The security technology protection system mainly includes intrusion alarm system, video surveillance system, entrance and exit control system, building intercom system, electronic inspection system, parking lot management system, explosion-proof security inspection system and so on.

The start of China’s safe city construction mainly comes from two pilot projects. One is the pilot project for the construction of a science and technology strong police demonstration city; the second is the “3111” pilot project for the construction of urban alarm and monitoring systems. At present, nearly 500 cities and counties across the country have launched pilot projects for the construction of safe cities. The amount of funds invested is huge. In 2003, the Ministry of Public Security deployed the “Science and Technology Strengthened Police” project and the “3111” pilot construction. By 2010, local public security agencies quickly implemented the “Three Keys” work requirements of the Central Political and Law Commission according to their geographical characteristics. Business architecture and functional requirements put forward new construction requirements.
