In accordance with the requirements of the State Environmental Protection Administration Huanhua 2006 [28] "Interim Measures for Public Participation in Environmental Impact Assessment", in order to promote and standardize public participation in the project environmental impact assessment activities, the relevant information of this project is now announced to the public as follows:

I. Brief description of the construction project
The high-end diamond production project of Shandong Changrun Diamond Co., Ltd. is located in the home of Liaocheng Changrunjin Thermal Power Co., Ltd. in the northern part of Liaocheng City. The total investment is 174.498 million yuan and covers an area of ​​46,000 square meters. The project complies with industrial policies and local planning requirements. The product plan of this expansion project is 0.151t/a for diamond large single crystal, 3.39t/a for diamond micropowder, 115,600/a for diamond composite, 19.2 t/a for abrasive diamond and 32.22t/a for sawn diamond. At the same time, the by-product ferroalloy is 94.8t/a, the annual operation time is 300 days, and the labor capacity is 300 people.

Synthetic diamond is commonly known as "diamond diamond", which is the diamond we often say. It is a kind of mineral composed of pure carbon. It is also the hardest material in nature. Mohs hardness is 10, new Mohs hardness is 15 and micro hardness is 10000kg/mm2. The microhardness is 1000 times higher than quartz and 150 times higher than corundum. From the perspective of national development strategy, national industrial development planning, and industry development speed, the project has broad development prospects, investment construction is necessary and feasible; and the project construction adapts to the market development trend, and the sales market of the project products also It is very broad and therefore has good economic and social benefits.

Second, the impact of construction projects on the environment
(1) The main exhaust pollutants produced in this project are the dust generated in the core column workshop; the HCl produced by the electrolysis process in the purification workshop and the HCl produced by the pickling alkali washing. Unorganized exhaust gas mainly contains unorganized dust and HCl. (1) Dust G1 produced in the core column workshop: The dust generated in the core column workshop is collected by the collecting hood and introduced into the bag filter. The analogy data generation is 3232m3/h, the concentration is 30.8mg/m3, and the production is 0.056kg/h. After being treated by the bag filter, the emission concentration is 6mg/m3, and the emission is 0.0056kg/h. The efficiency is 80%, and it is discharged through a 15m high exhaust pipe, meeting the requirements of less than 30 mg/m3 in the "Shandong Province Integrated Source Airborne Particulates Comprehensive Discharge Standard" (DB37/1996-2011) and the "Integrated Emission Standards for Air Pollutants". (GB16297-1996) The emission requirements of 3.5kg/h in the secondary emission standard.

Nickel and its compounds were not detected in the exhaust pipe during the original project monitoring. Therefore, according to the theoretical analysis, the proportion of nickel powder in raw material powder is 1%, but considering that metal powder is not easy to generate dust relative to graphite powder, the nickel content in dust is 0.05%, about 0.5*10-3kg/h. The theoretical calculation of emissions is 1*10-4kg/h, and the emission concentration is 0.05mg/m3. Because the theoretical calculation is small, and the original actual monitoring is not detected, it meets the “Integrated Emission Standard for Air Pollutants” (GB16297-1996). The diamond composite sheet blasting process produces a small amount of dust G4, which is produced in an amount of about 0.2 t/a. After treatment by a simple bag filter, no tissue is discharged, and the treatment efficiency is considered to be 60%, and the discharge amount is 0.08 t/a.

G2 HCl produced in the electrolysis process: the amount of waste gas generated in the electrolysis process is 2500 m 3 / h, the concentration is 15.9 mg / m 3 , the amount of production is 0.038 kg / h; after the absorption treatment by sodium hydroxide lye spray, the discharge concentration is 1.59 mg / M3, the emission is 0.0038kg / h, the treatment efficiency is 90%, discharged through the exhaust pipe of 30m high. The electrolysis process exhaust gas absorption tower and exhaust pipe are used one by one.

G3 HCl produced by the pickling and alkali washing process: the amount of exhaust gas generated is 3362 m3 / h, the concentration is 44.6 mg / m 3 , the amount of production is 0.15 kg / h; after the absorption treatment by sodium hydroxide lye spray, the discharge concentration is 4.46 mg /m3, the emission is 0.015kg / h, the treatment efficiency is 90%, discharged through the exhaust pipe of 30m high.

The pickling exhaust gas absorption system and the exhaust cylinder are also available.

According to the relevant requirements of the “Environmental Emission Standard for Air Pollutants” (GB16297-1996), the exhaust gas generated by the environmental air quality assessment project in Chapter 4 has little impact on the surrounding environment.

(2) The production process wastewater of the project is: graphite wastewater W1 produced by shaker in the purification process, wastewater W2 produced by acid treatment, alkali treatment and washing and drying, ground washing wastewater W3 and office domestic wastewater W4.

Graphite wastewater: After the graphite wastewater is treated by three-stage coagulation and sedimentation, most of the graphite is separated. The precipitated wastewater is reused in a shaker for hydrating the shaker without efflux. The waste water produced by acid treatment, alkali treatment and water washing and drying is treated by the sewage treatment station and returned to the top press for cooling circulating water. After the project domestic wastewater is treated by septic tank, it will enter the Xinshui River Wastewater Treatment Plant in Liaocheng City for treatment. The newly added wastewater discharge amount is 3660m3/a, COD is 1.08t/a, and ammonia nitrogen is 0.11 t/a.

(3) The main noise sources of this project are the noise generated by various types of fans and pumps during the operation of the reactor cooling tower, etc., all of which adopt measures such as sound insulation and shock absorption, and the noise source is effectively controlled and controlled.

(4) The solid waste generated by this project mainly includes waste materials such as collected dust, waste plugs, waste graphite, sludge and domestic garbage. The dust collected by the bag filter is used together with the waste graphite for sale in Yixian Xinfeng Materials Co., Ltd. for comprehensive utilization. The waste solids such as waste plugs are mainly iron metal products, and the take-away materials companies use them comprehensively. The waste graphite produced by the shaker is comprehensively utilized by Jixian Xinfeng Materials Co., Ltd. The sludge produced by the project sewage treatment station is handed over to Yusheng County Yusheng Ferroalloy Co., Ltd. in Kaifeng City for comprehensive utilization to extract the metal in the sludge. Since waste graphite and sludge contain nickel, waste graphite and sludge are generally solid waste according to the “Determination of Hazardous Waste Identification Standards” (GB5085.3-2007) and the results of the Shandong Analytical Testing Center. The domestic garbage generated by the project is disposed of by the sanitation department. The solid waste generated by the project has been effectively disposed of.

3. Countermeasures and measures to prevent or mitigate adverse environmental impacts
For this project, the various environmental protection measures proposed in the report should be strictly implemented, including various types of waste gas, waste water, solid waste treatment and comprehensive utilization measures, and wastewater prevention measures in the plant wastewater collection, production area and solid waste storage area. Strengthen production management, reduce the occurrence of running, escaping, dripping, leaking, etc., and establish and improve various environmental protection systems.

The project is in line with the national industrial policy and local land use planning, which can promote the development of the local economy.
