To this end, the "plan" proposes the specific development goals of variety quality from three aspects: improving product quality, enhancing stability, and meeting downstream demand. "Planning" puts forward specific requirements for technological innovation in the steel industry from two aspects: the direction of technological innovation in the steel industry, and strengthen technological innovation in processes, technical equipment, new products and new materials, energy conservation and emission reduction, and resource utilization; We will improve the technological innovation system and accelerate the establishment of technological innovation systems and mechanisms that combine enterprise as the mainstay, market-oriented, and combine production, education, and research. Overall, China's steel industry still has room for energy conservation and emission reduction. The “Planning†has set new targets for the “12th Five-Year†steel industry to eliminate backward production capacity. From the perspective of promoting energy-saving and emission reduction technologies, it is proposed that the coke oven dry quenching rate of key enterprises in steel enterprises will reach over 95%. At the same time, according to the actual development of the industry, the “Plan†proposed that the industrial added value energy consumption and carbon dioxide emissions of the steel industry in 2015 will fall by 18%, which is higher than the national target of 16%, but lower than the target of 20% in the industrial sector. It is understood that China's steel industry has more than 7,000 enterprises, of which more than 500 companies produce crude steel, with an average size of just over 1 million tons. The former four steel companies account for only 27.8% of the country's total output, far behind The United States, Japan, and Korea are 70%-90%. In view of the low concentration of the industry, the “Planning†clearly proposes to support the large-scale iron and steel enterprises to carry out cross-regional and cross-ownership mergers and acquisitions, and actively support the merger and reorganization of regional superior steel enterprises.
