Compared with the first "double-reverse" survey, the scope of the second "double-reverse" investigation has been further expanded, from photovoltaic cells to photovoltaic modules, laminates, panels, etc., and the object has also been expanded from mainland China to include Taiwan, intended to block Continental PV companies overseas OEM and procurement to avoid tariffs.
According to US statistics, the total amount of crystalline silicon photovoltaic products exported to the United States in the United States in 2013 was $1.5 billion, and the total amount of products exported to the United States from Taiwan to China was $657 million. Analysts believe that the US final result is intended to limit China's exports of crystalline silicon photovoltaic products to the United States.
The head of the Trade Relief and Investigation Bureau of the Ministry of Commerce of China previously stated that the US practice of restricting Chinese PV products to the United States is an abuse of trade remedy measures. The protection color is very obvious, and it is bound to escalate the Sino-US PV trade disputes.
In the United States, the affordable solar energy alliance with more than 70 solar industry member companies does not support the US to promote "double-reverse" measures. The agency said that the "double-reverse" tariff on China's exports to the United States will lead to a slowdown in the growth of the US solar industry, raise the price of solar products, and reduce employment in the United States. The United States and China should resolve trade frictions through negotiations.
